Yes. A store can belong to its city group, its franchisee group and a campaign group at the same time, and it won't receive the same post twice.

If you enable local approval, the post waits in that location's queue. They can approve, edit within the limits you set, or decline with a reason.

As much as you allow. She can draft local variants, pick send times and prepare reports, but publishing stays behind your approval settings.
